The North Central Texas Council of Governments (NCTCOG) is the state-designated planning agency for municipal solid waste in the 16-county region. NCTCOG works with local public and private sector leaders and the public to analyze regional information, needs, and issues to amend the North Central Texas Regional Solid Waste Management Plan.
The NCTCOG Environment and Development Department has updated the Regional Solid Waste Management Plan. The updated plan addresses emerging waste streams and evolving goals, while continuing to promote the reduction of waste and illegal dumping, the recycling and reuse of materials whenever possible, and the handling of waste safely at permitted facilities. Topics addressed include regional goals, demographics, solid waste infrastructure and demand, and modified implementation actions. Located below are the most current Materials Management plan for both the North Central Texas Region and local cities.
NCTCOG, with assistance from Burns & McDonnell and the Regional Management Plan Subcommittee (RMPS) of the Resource Conservation Council (RCC), finalized the update to both Volume I and Volume II of the Regional Solid Waste Management Plan in September 2022. This Regional Plan was approved by the Texas Commission on Environmental Quality (TCEQ) in July of 2023 and went into effect on August 10, 2023. Planning for Sustainable Materials Management in North Central Texas
In 2015, NCTCOG began the process to update the Regional Solid Waste Management Plan to reflect the evolution of solid waste management from 2002 to 2015. In the updated plan, NCTCOG included the goals of the regional solid waste advisory committee, the Resource Conservation Council, as well as recommendations and actions to achieve greater impacts and address emerging trends. This plan also established metrics to have potential to assess impacts of programs and projects over a long-term horizon.

Solid Waste Management Plan Volume I
The first Regional Solid Waste Management Plan for North Central Texas was published in 1990, with a subsequent amendment of that document in 2002 that was approved by the TCEQ Commissioners in 2007.

Regional Solid Waste Management Plan Informal Public Comment Period (TCEQ)
TCEQ provided an opportunity for informal public comment through September 20, 2022 on the regional solid waste management plans developed by the 24 regional councils of governments. Visit www.tceq.texas.gov/goto/wastegrant to view the draft plans.
Regional Solid Waste Management Public Meeting

During the Public Meeting held on June 30, 2022, Burns & McDonnell and NCTCOG presented the draft Regional Solid Waste Management Plan for review and feedback. NCTCOG also discussed next steps for approval of the document. Copies of the Public Meeting presentations and a link to a recording of the meeting can be found below. Comments and feedback on the draft Regional Solid Waste Management Plan were accepted through July 1, 2022.
