SWIFR Advisory Group

As a recipient of a Solid Waste Infrastructure For Recycling (SWIFR) grant from the Texas Commission on Environmental Quality, NCTCOG has created the SWIFR Advisory Group to assist communities in the development and modification of solid waste management programs. Support may include project administration and guidance on submitting requests for proposals as well as a document library of procurement templates, sample contracts, model ordinances, technical white papers, and existing contracts and ordinances.

Resource Recycling Systems (RRS) has been awarded a pass-through grant to lead the effort in developing the above support resources to help communities streamline the process of procuring organic materials collection and hauling services. The SWIFR Advisory Group will work with RRS as part of the information-sharing project, potentially extending their role beyond the expiration of RRS's contract in August 2025.

Membership in the SWIFR Advisory Group is open to any stakeholders with an interest in collaborating on deliverables for solid waste management projects. Meetings will be held periodically according to the schedule below.  For more information, contact Hannah Ordonez.

The Solid Waste Infrastructure for Recycling (SWIFR) project helps local governments establish or improve organic materials collection services, such as food and yard waste.

NCTCOG is excited to share that additional funds have been allocated to this project. These funds will be used to expand the existing Securing Support Resource Paper and create a new Hauler Licensing Resource Paper, further enhancing the resource library.

To introduce these new resources and provide guidance on their use, NCTCOG is hosting a webinar on January 20, 2026, at 10:00 AM.
