Materials Management Grant Subcommittee
The primary purpose of the Materials Management Grant Subcommittee is to assist the Resource Conservation Council with assuring that the grants process meets the requirements of the TCEQ guidelines. The subcommittee will develop grant funding priorities for each state funding plan biennium, participate in scoring of the grants, determine funding distribution, and consider regional projects. In addition to the Materials Management Grant Committee, any member from the Resource Conservation Council may choose to participate in the grant scoring process by evaluating and ranking grant applications.

Every two years, the Texas Commission on Environmental Quality (TCEQ), allocates funds generated by landfill tipping fees to the 24 councils of governments (COGs) in the state of Texas. NCTCOG allocates a portion of the funding toward local and regional Implementation Grants.
The Grant Subcommittee will reconvene on July 30, 2025, to score and rank the grants. After the grants are scored and ranked by the Grant Subcommittee. Final recommendations will go to the Resource Conservation Council at their next meeting on August 19th, then brought to NCTCOG’s Executive Board, and finally, to TCEQ for their final approval before awards can be finalized.
The closed scoring sessions will take place on Tuesday, July 29, 2025, via Microsoft Teams.

All funding for these projects is subject to sufficient funds in the Municipal Solid Waste Disposal Account and to the receipt and availability of funds appropriated by the Texas Legislature for the purposes of this call for projects. In the event funding is not available, NCTCOG has no obligation to provide funding to any projects that may be selected in association with this call for projects.
