Category 2 - Metropolitan Corridor Funds

Description:

Intended for mobility and added capacity (i.e., widening) projects, projects intended to mitigate traffic congestion (e.g., interchanges and grade separations), as well as traffic safety and roadway maintenance or rehabilitation. Funding is formula-allocated to Metropolitan Planning Organizations (MPOs) with populations of 200,000 or greater. Projects must be located on the state highway system (e.g., Farm to Market roads, State Highways, United States Highways, Interstate Highways). Required Match: 20% cash match

Regional Transportation Council, in consultation with the Texas Department of Transportation (TxDOT) Districts and local governments through the Regional 10-Year Plan/Unified Transportation Program (UTP) approval process. Funding needs concurrence from the Texas Transportation Commission.

Category 5 - Congestion Mitigation and Air Quality Improvement Program (CMAQ) Funding

Description:

Funding dedicated for transportation improvements that will reduce congestion and improve air quality for areas that do not meet the National Ambient Air Quality Standards for ozone, carbon monoxide, or particulate matter (nonattainment areas) and for former nonattainment areas that are now in compliance (maintenance areas). Funding is allocated to non-attainment areas based on population and air quality severity. Projects must have a demonstrable air quality benefit. Can be utilized for projects in the following counties: Collin, Dallas, Denton, Ellis, Johnson, Kaufman, Parker, Rockwall, Tarrant, Wise Note: Transit operating expenses are limited to the first three years of service. Required Match: 20% cash match or use of Transportation Development Credits (TDC) if available to entity

Category 7 - Surface Transportation Block Grant (STBG, formerly STP-MM)

Description:

For mobility (roadway and transit) and air quality projects that address transportation needs within Metropolitan Area boundaries with populations of 200,000 or greater. Funding is formula-allocated based on population of the Dallas-Fort Worth-Arlington, Denton-Lewisville, and McKinney Urbanized Areas, but can be utilized for projects within the 12-county Metropolitan Planning Area boundary. Required Match: 20% cash match or use of Transportation Development Credits (TDC) if available to entity

Regional Toll Revenue (RTR)

Description:

The funding was created through an agreement with the North Texas Tollway Authority (NTTA). In exchange for the opportunity to construct, operate, and maintain the 26-mile SH 121 toll road for 52 years, NTTA paid the region $3.2 billion. The region added $200 million to the RTR fund in July 2010 when NTTA agreed to build and maintain SH 161 in western Dallas County, an extension of the President George Bush Turnpike (PGBT). RTR funds continue to be created from other priced facilities, such as managed lanes. RTR funds may include up-front payments by tolling entities, excess revenue payments by tolling entities, or interest accrued on these funds.
