Access North Texas is the regional public transportation coordination plan for the 16-county North Central Texas area and documents the transportation needs of older adults, individuals with disabilities, and individuals with lower incomes across the region. The most updated version of the plan was approved by the Regional Transportation Council and endorsed by the Executive Board in October 2022. About Access North Texas


Staff coordinate with stakeholders, transit customers, and the public to document transportation needs of older adults, individuals with disabilities, individuals with lower incomes, and others who may experience transportation challenges to update the Access North Texas plan. This plan outlines strategies to help address these needs and acts as a guide for local governments and transit agencies that would like to implement services and/or initiatives to improve access to work, medical appointments, shopping, education, and community events.

Plan Requirements

A coordinated public transit-human services plan is required by federal transit law. Access North Texas is our region’s plan to meet this requirement.

Projects funded using Enhanced Mobility for Seniors and Individuals with Disabilities (Section 5310) Program will be included in the plan. The FTA requires a coordinated plan to be developed through a local process that includes participation by seniors, individuals with disabilities, representatives of public, private, and non-profit transportation and human services providers, and other members of the public.  In North Central Texas, NCTCOG is the designated lead entity responsible for preparing and maintaining the region’s public transit-human services plan.

Outreach Efforts

For the 2026 Access North Texas plan update, outreach will include emails, surveys, community outreach events, and public meetings. To subscribe for email updates and announcements, visit the NCTCOG public input webpage or contact us directly at accessnorthtexas@nctcog.org and request to be added to the contact list.

Public surveys in English and Spanish will be made available during the outreach phase of the update. The surveys are designed to provide a forum for the public to give feedback on their experiences using transit and on public transportation needs or gaps in their communities.  Links to the live online survey and a downloadable PDF of the survey will be available below. An email announcement will be sent when the survey is available.


The Map Your Experience Tool

This tool provides users a way to leave location-based comments on public transportation and other mobility issues in the region. This tool actively collects data for other initiatives and is linked below.

2026 Plan Update

The projected timeline for the upcoming 2026 update is below. Public outreach efforts will start in Spring 2024. An email announcement will be sent out to the Access North Texas email contact list when the effort begins.
