A statutory fee of $.50 per line per month is billed to all residential, business, and wireless customers participating in the regional system through telephone bills and remitted to the Commission on State Emergency Communications (CSEC), minus telephone company administrative costs at two percent and certain uncollectibles. The money is then reallocated to NCTCOG. NCTCOG's regional 9-1-1 program is totally funded through the 9-1-1 monthly service fee.
In addition to the service fee, there is a 9-1-1 equalization surcharge of 0.3 (three-tenths of one percent) and a Texas Poison control surcharge of 0.3 (three-tenths of one percent) monthly on intrastate long distance calls. These surcharges were authorized by the Texas Legislature to finance 9-1-1 emergency telephone service and Poison Control Center assistance. These fees are remitted to the Texas Commission on State Emergency Communications (ACSEC).
